Tempus, The Aerosoul [Elemental Champion Concept]

Lore: Modern elemental sorcerers exercise dozens of safety precautions before engaging in any activity with the various elementals their magic can summon, however in the days before such practices were considered standard, during the turbulent and reckless era of the Rune Wars a mage who specialized in air magic named Rem Stuhi called out to the spirits of the sky and storm, pleading for powerful elementals to serve him. While his ritual did bring forth powerful elementals, it called perhaps the most dangerous as well. The first to emerge was Tempus, The Aerosoul followed by his sister Tormenta, The Dark Zephyr. Tempus was a mighty titan of storms who was content to reside in the elemental plain away from mortal concerns, his sister however sought a path to the mortal world, eager to test her dark wind on fleeting lives. Before Rem Stuhi could bind either of them, Tormenta fled from the summoning chamber, scattering herself to the winds, Tempus was too slow however and was bound in imprisoning armor. He felt his shifting body gain form and weight, as he was anchored to the physical world. His new "master" ordered him to fight under his command. This order was met with the rage of a primodial storm spirit. Tempus, eternally bound in rune armor, seeks the whereabouts his unruly sister and the key to his prison. Information on both can only be found with the Institute of War and on the Fields of Justice.

Passive: Rite of the Aerosoul Projectile Skillshot abilities pass through Tempus dealing 15% reduced damage to him, however on hit effects are still fully applied.

Passive: Your basic attacks and abilities generate stacks Vortex on an enemy up to a cap of 10. While within 500 units of any enemy with at least 10 stacks of Vortex, you will gain 5% movement speed for each enemy champion with 10 stacks of Vortex on them.
Active: Tempus calls upon the fury of the Vortex, knocking up all enemies for 0.1 seconds per stack of Vortex on them, dealing physical damage. Enemies with 10 stacks of Vortex who are knocked up by this ability will be stunned for 1 second after the knockup.

Active: Tempus sheds his armor and becomes a Living Storm for 3 seconds, slowing himself by 20%, becoming untargetable, and randomly causing lightning to strike enemies below him dealing magic damage. Lightning will always prioritize the lowest health enemy champion. After this ability ends, Tempus will return to his armor, gaining 20% movement speed for 2 seconds.

Passive: This ability will gain different effects depending on where it was used on the map.
Active: Dust Devil - If used anywhere other than the river, dragon pit, or baron pit, Tempus will summon a Dust Devil that will attack a target enemy champion for 3 seconds. The Dust Devil will always have twice the attack speed of Tempus and half of Tempus Total AD. The Dust Devil’s auto attacks will blind the target for .2 seconds. The Dust Devils health is 10% of Tempus max health.
Active: Typhoon - If used in the river, dragon pit, or baron pit Tempus will summon a large typoon, slowly moving in the target direction for 5 seconds. Enemies caught in the path of the typhoon will be slowed for 20% and take magic damage every second.
R: The Perfect Storm Cost: 100 / 125 / 150 Cooldown: 90 / 80 / 70 Range: N/A Radius: 600 Damage: 50 / 100 / 150 (+50% of Total AP)
Active: For 4.5 seconds, Tempus surrounds himself with The Perfect Storm, giving him 25% bonus movement speed, 40% bonus attack speed, causing enemies within 600 units to be slowed by 25%, and deal 50/100/150 (+50% of Total AP) every 1.5 seconds to all enemies within 600 units.
