Obviously Riot can't put Aang in the game. However to better explain these ideas he is being used as a placeholder name.

Passive: All abilities are changed based on what section of the map Aang is in. River: Water Lane: Air Base: Earth Jungle: Fire

Q: Throws an ability in a cone or straight line. 10 second cooldown. Water: Aang pushes the water a long range. It slows whoever it touches and for each champion slowed Aang gains a 10 movement speed boost. This does not do damage. Air: Creates an air gust that works opposite of Galio's E but as a cone. It slows enemies when walking towards where it was first cast. However will not slow them when they are walking away. This does not damage. Earth: The ability turns into a long range rock throw that hits only one unit and displaces it 3 teemos. This does base physical damage. Fire: Aang spews fire out from his mouth and burns everything in a cone infront of Aang. This does base magic damage. This ability also heals Aang for every unit hit. He gains 2% of his max health back.

W: Creates a defensive barrier, wall, or defense. 10 second cooldown. Water: Aang creates a defensive shield bubble that slows anyone that attacks it. Air: Aang pushes everyone around him one teemo away. Earth: Aang creates a stone suit that lasts for 10 seconds. This increases his armor and magic resist by a moderate amount. Fire: Aang fires a wall of fire that does percentage health for every enemy unit that passes through. It lasts for 5 seconds. If Aang walks through the wall he reduces its cooldown by halve. For every champion hit Aang gains 1% max health back.

E: Lets Aang dash. 10 second cooldown. Water: Grabs an enemy unit and pulls Aang to them. Air: Aang flies with the wind. He increases his movement by 50 but when struck he slows down by 25. Earth: Dashes a short distance on a stone. Anything touched gets flat physical damage. Fire: Aang sends out a shot of fire. Pushing him back while burning whoever is touched by the fire for low percentage health in magic damage. He also gains 1% max health back for every enemy unit he hits.

R: 300 second cooldown. Active: Aang enters the Avatar state. For 20 seconds Aang has access to all abilities. No matter where he is on the map. Aang starts in the water state(then Air, then Earth, then Fire, and back to Water) and every time the player presses R he changes to the next element. Every time he changes he resets the cooldowns of all basic abilities.

Passive: Basic attacks gain a buff Water: Every other basic attack slows the unit. Air: Every other basic attack gives Aang a speed boost. Earth: Every other basic attack does bonus physical damage. Fire: Every other basic attack does bonus magic damage.

Look closely. As Aang is very restricted when it comes to where he is on the map which makes him a very weak champion. Also all of his abilities overall don't do much. However he goes from the weakest champion to the strongest champion in the game when his ultimate is activated. The cooldown on his ultimate is supposed to be monstrously high so that Aang doesn't abuse his ultimate.

I would swap Air & Earth locations. Since his home tribe is the Air Nation, it makes more sense to have the Base be the air abilities.

That ultimate honestly sounds way too OP. IMO it would work better to have the ultimate give him access to alternate abilities, one of the stronger sub-bending skills from each element. For example:
