[Champion Concept] Haller, the Gatekeeper of Retribution

I just thought of this concept about two minutes before I began typing, so I would really appreciate if you could include some feedback as to what is presented. Offensive Statistics Attack Range: 125 (Melee) Attack Damage: 52 (+2.2) Attack Speed: 0.635 (+3.25%)

Defensive Statistics Armor Rating: 19 (+3) Magic Resistance: 30 (+1.25) Movement Speed: 345

#Abilities: Passive: Soul Flare Every basic attack unlocks the target's weakness. After hitting the same target with three basic attacks, the next basic attack or spell within 6 seconds deals 10/15/20% of Ability Power as bonus magic damage (30 second Cooldown).

Q Ability: Attrition Type: Single-Target Cost: 65/75/85/95/105 Mana Range: 250 Cooldown: 9 Seconds ACTIVE: Haller slashes his steel blade at target enemy unit, dealing 80/100/120/140/160 (+50% Ability Power) magic damage. If Haller hits an enemy champion, the cooldown of Attrition is reduced by 4 seconds, and deals 10/15/20/25/30% increased damage if dealt a second time to the same enemy champion within 8 seconds.

W Ability: Vanguard Type: Self Auto-Attack Toggle Cost: Free Range: Self Cooldown: 3 Seconds between toggles TOGGLED ON: While active, Haller gains 5 armor and magic resistance after defeating an enemy unit (maxing at 25 armor and magic resistance) for 4 seconds afterward. If he defeats an enemy champion while this is active, he gains double the amount (cannot exceed 50 armor and magic resistance). If Haller does not defeat an enemy unit witihn the 4 seconds, all the bonus armor and magic resistance is removed from him.

E Ability: Absolving Rays Type: Channeled Pass-Through Linear Skillshot Cost: 80 Mana Range: 800 Cooldown: 20 Seconds PASSIVE: Haller gains 6/7/8/9/10 Magic Penetration. ACTIVE: Haller fires a flare of absolving rays form his eyes, dealing 35/50/65/80/95 (+70% Ability Power) true damage to all enemies hit and reducing their armor and magic resistance by 8% each second over a period of 3 seconds (maxing at 24% reduced armor and magic resistance). While active, Haller cannot move, use basic attacks, or cast spells. Recast this again to cancel the ability.

Ultimate: Stepping Blade Type: Ground-Target Dash Cost: 100 Mana Range: 900 (300 Radius) Cooldown: 130 Seconds ACTIVE: Haller leaps to target ground location, dealing 250/350/450 (+60% Ability Power) magic damage to all enemies within range and refreshing the cooldown of all his abilities, but they cost 10/20/30% additional mana to cast.
