Vayne Rework Concept
A general aspect I want to accomplish is make marksmen have more interesting gameplay about them rather than only be about right-clicking to win. Introduce some kind of meaningful and fun gameplay element unique to that marksman.
Another part to keep in mind with this concept is teaching the player about a fundamental in the class, like for marksmen, you are supposed to attack the closest thing to you while keep the distance and utilizing your range to its full potential. Diving the squishy guys is supposed be for the divers and assassins to do that stuff, not the marksmen, you hit the beefy tanks over multiple hits.
Also, this post is not aimed to neither buff nor nerf Vayne, it is simply a change for a more interesting gameplay and leave Vayne viable without being oppressive.

Silver Bolt (Passive):
Static Cooldown: 0.1 second; Nearby Range: 1000 units
The closest nearby enemy unit to Vayne will gain a Silver Bolt around it. The Silver Bolt will swap targets if a new closest enemy comes into play. Silver Bolt cannot be seen to the enemy team while Vayne is unseen.
Vayne's attacks and damaging abilities against a Silver Bolt will detonate it, dealing 5% (+1.5% per 100AP) of the target's maximum health as bonus true damage.
Tumble (Q):
Cooldown: 9/8/7/6/5 seconds; Cost: 30 mana; Range: 300 units
Vayne rolls in the target direction.
Passive: Damaging an enemy champion, enemy structure, or epic monster within 1.5 seconds of casting Tumble will refund the cooldown by 30/37.5/45/52.5/60%.
Power Bolt (W):
Cooldown: 8/6.5/5/3.5/2 seconds; Cost: None; Range: 900 units
Vayne fires a basic attack in the target direction, stopping at the first enemy in its path and dealing 30% increased damage. Direct executes refund the cooldown.
Passive: Power Bolt's base cooldown is reduced by (+25% per 100% bonus attack speed), up to 50% reduction.
(Cannot cast if Vayne currently cannot attack.)
Blast Bolt (E):
Cooldown: 14/13/12/11/10 seconds; Cost: 75/80/85/90/95 mana; Range: 700 / 350 units
Vayne fires an explosive bolt to the target location, dealing 80/120/160/200/240(+80%AP) magic damage and knocking back struck enemies 500 units. The Silver Bolt target does not get knocked back and instead slowed by 60% for 2 seconds.
Final Hour (R):
Cooldown: 90 seconds; Cost: 100 mana
Vayne gains camouflage for 2/3.5/5 seconds and 150%(+20% per 100AP) total movement speed while camouflaged.
Vayne's next basic attack or damaging ability deals up to 100/125/150% increased damage based on the target's missing health, including Silver Bolt's damage.
Passive: Champion kills or assists refund Final Hour's cooldown.
UPDATE NOTES:
Silver Bolt: Ratio damage lowered to +1.5% from +2.5% per 100AP
Blast Bolt: Was previously a modified version of Condemn Now is a either single target slow against the Silver Bolt target and a knock-back to everyone else to create an isolated target and help Power Bolt attacks land. Goes with the duelist aspect for offense while still offering a good defensive spell, up to player choice and situation to use it how you like.
Deals 80/120/160/200/240 +80%AP area magic damage from 20/35/50/65/80 +75%AD single target physical damage and double damage and stun if the target collided with terrain
Knock-back distance decreased to 500 from 600 units, but is now an area knock-back No longer can stun targets
Range to 700 skill shot from 550 point-and-click Radius of explosion is 350 from 0 units
Cooldown to 14/13/12/11/10 from 16/15/14/13/12 seconds
Cost to 75/80/85/90/95 from 90 mana
Final Hour: Included "or damaging ability" to note that you can modify Blast Bolt's damage if the player so chooses, also adds clarity that Power Bolt gets modified as well if that was used (though it already says it is a basic attack) Silver Bolt damage is always included with the modified execution damage (if the target struck had the Silver Bolt on him)
