riot why the hell do you keep making skins for champs who already have liek 12 skins. ohh wait i have a idea lets make riven yet another skin even though she came out with the arcade skin but its fine ohh wait lets give blitz another legendary skin, who cares if he has 8 skins ohh wait lets give vieger a legendary skin even though he has 12 skins its fine meanwhile lets not give renagr a legendary skin or taric who only has 2 skins, like seriously
The skin system is based on which champs are played the most, thats why yorik or urgot dont get skins but there so fun RIOT PLZ

Riven doesn't get a new skin.
Also the skin system draws in multiple factors: -The more skins the champ has the less likely is it for him to get a skin -If the champ is going to get a major visual update,then he likely won't get any skins before that(there are exceptions though) -If the champ didn't get a skin for quite some time then he is likelier to get a skin -If the skin team has a really cool idea for a skin they might make it anyway even if the above guidelines would go against it -How easy is it to make a skin for the champ(thats why champs like Zac don't have many skins,his model is complex)
Not to mention that pretty much none of the project champs has that many skins,zed has only 2(including one legacy),Lucian has only 2,Fiora has 3,Leona has 4 and yi has 5. And Yi and Leona didn't get a skin now for quite some time.
