Riot can we change the downvote system?

People on these boards seem to downvote anything that they disagree with and these unpopular opinions, more often then not, get downvoted and pushed away. There needs to be something to pop up when you click a downvote saying "I disagree" or "This post is toxic". The "I disagree' are ignored much like the old unskilled report and is simply there do people can show they disagree and Riot looks into the "This post is toxic" and if it is toxic it is removed. Someone shouldn't be downvoted into oblivion because someone disagrees with the opinion of the poster. This discourages real discussion and is why people comment on so many threads being 'sheep mentality' or circle jerks. Because anything they don't agree with is labeled as 'bad' and buried.
