People should have to read threads before downvoting them

I'm sorry, but it's stupid that you can downvote a thread based on nothing but the title. It encourages a voting system where people don't actually care about the arguments presented, and discourages actual, good discussion.

Inb4 this thread gets downvoted from the boards screen by people who didn't actually read it.
