Why aren't we allowed to mystery gift people not on our friends list?

Like maybe there's a streamer we want to gift or maybe we got someone to join the game recently and wanted to give them a skin that was temporary. Just curious why there's a 2 week friends list wait on mystery gifting?

Note: I only mean mystery gifting not any other type

if you play with them you can gift them a skin for the champ they played.

you are, but you need to play a game with them! (its the only way to circumvent the 2 week moratorium)
