Rune's permanently discounted in EUW but not in NA???

I went to buy runes in my NA account and i realized that they are not discounted, mean while on my EUW account runes are discounted 50 % permanently... Why does Riot do that???

They're discounted on NA, too. Bought some for a secondary account just the other day. They did only discount a few specific runes, not all of them. Were you just looking at non-discounted runes on your NA account?
