Bard's a great support -- When people know how to play him properly.
But past that, he's been my main support since release, and I can say -- you can't always roam freely, you need to be there for your ADC in some cases..Grab a spellthief, sling your meeps at the carries, force them back or out of lane with sustained pressure, and when their lane recalls, THEN is the time to start roaming, placing shrines in other lanes, and helping the team out with your innate mobility. Leaving your ADC to lane solo against 2 individuals puts him at risk, even if he plays safe. They can be aware that the Bard's mid/top lane and they have an advantage at bottom to kill the carry.
It's not one persons fault, it's a group effort. You have to work together. Don't play the blame-game, be there for the guy you're supposed to be supporting. It's the roles job. Protect the team, guide them, give them the information they need, and by all means needed, keep the carries alive!
