It seems like no matter when I play during the summer I am always placed on a team with children who argue the whole game, one person gets mad and AFK's and the others go on to flame until we inevitably lose a 4v5. Is there any time to play that is safe from this same thing happening over and over again?

you have to remember different time zones! when its night for you, its more than likely morning for someone else! if you dont want to play with kids its best to wait till probably mid August when they are all most likely to be back in school by then!

I avoid ranked during the summer as a rule. Otherwise if you want more reliable teammates in games play between 10pm and 1 am central time. you'll get the occasional rebel shit who is up past his bedtime but for the most part the community is a lot more cohesive.
