If a troll gets the most kills does that justify the trolling?

I had a Vayne jungle a few matches ago. Preseason so I don't care... except we already had an Elise jungle. Vayne then competes with Elise for camps and they both get behind in farm and levels. Bot is solo and getting dove, mid and I suck ass and Elise can't help because she is so behind. Come late game Vayne is able to pick up kills because she is Vayne. She then says her having the most kills is reason enough for her to not be reported and Riot will look at the kills and not punish her even if we did report.

She crippled our real jungler, talked shit and refused to help the team but had most the kills. Does that justify anything?

IMO nothing justifies trolling.

I would say it's still punishable because they only had the most kills due to them setting the rest of the team behind.

No, I certainly would not give them a pass. I have had people like that before. They were toxic AF to the whole team, insulting and degrading while taking kills and trash talking thier own team. Then like some deranged "battered wife" syndrome. Just because the toxic player gets the most kills, everyone (and sometimes even the troll) will say "they/I carried us to win, dont report) NO NO NO NO NO. THIS is why League goes downhill. Because People who troll and flame thier team are given a free pass because they managed to get the most kill. I dont care if they did carry, I have no loyalty to them. They want to be toxic, they will be reported as such. They want to afk, they will be reported as such. They claim they will intentionally feed....THEY WILL BE REPORTED AS SUCH. I am not going to sit around and say "Well he/she was toxic and verbally abusive. But they got the most kills so that makes it ok. NEVER GOING TO HAPPEN.

That is clasified as trolling, refusing to comunicate with team, and if she was saying shit, you CAN report her, because score is nothing to league, you can carry a game and still get reported for calling your teamates thrash.

Most kills and talking shit ? Yep, report ! Everyone has the same set of rules to follow no exceptions. I know some will disagree with me but I'd rather play a game w/o trash talking and have to work to try to win as opposed to playing with someone saying and doing annoying things.

depends on how vayne did it. did she say she was trolling? or did she say duo jungle im breaking meta?

it is not against the rules to break meta. 2 jungle can work just fine - ive won games with it before.
