Can we have the Dodge feature in Normal?

I would really like to be able to leave a match before it even begins with no penalties. It not only benefits me but the team I would be with would also not have to have me. And it would be for just Normals. I know how it would sound if we said Ranked so I would rather not cross that bridge.
