Can anybody tell me a game similar to it? It's an open world shooter that has massive boss battles and a very unique weapon creating system where "leveling" isn't really a big issue since it's insanely easy to do. I'd go into a lot of detail about it but it'd take awhile since some things are confusing about the game.

The main thing about the game is the massive boss fights that last quite awhile especially when solo. Ive never had experience with games with huge bosses other than Vindictus but I got bored of it since it's not open world.

Been searching for days for a new mmo but it seems like all the good ones wont be out for a long time

If you're looking for MMOs that has manual target based combat (sorta), open world and the leveling isn't the main grind of the game itself, there is always Guild Wars 2 but it's fantasy setting though and it's not free to play (but you only need to buy once and no monthly fee so it's a plus I guess).

Dunno about other games.

Planetside is a F2P MMO shooter that is totally openworld pvp. Gratned to be any good at the game your either going to have to grind like a motherfucker, or just pay cash and get some decent weapons. Unfortunately there are no giant boss fights since its straight PVP. Have you played Destiny yet? I would definitely recommend that based off what you are describing.
