Highly unlikely they would remove it, thats part of the charm. After all, a person has the same odds of getting an ultimate skin as a super cheap one, and there are a LOT more super cheap ones.

Common misconception. Databases store information in the order entered in specific locations, masks are applied to the data to narrow it down to certain properties, and then for organizational purposes as a last step represent the results in an requested manner be it alphabetical/numerical/highest to lowest/etc.

But basically if they have a batch script going through the entire database that applies a certain function as long as conditions X, Y, and Z are all met it is very likely that players that joined before you did will be on the receiving end first. And additionally, it is probably based upon a separate database for each region.
