I don't leave or AFK from games. Ever. I do however struggle with a myriad of glitches to get this client or my wifi to work. Today, after once again needing to spend 15 minutes troubleshooting what broke the client this time, I managed to get the game to work, helped win the 42 minute game, and came to loading screen to see...

Leaverbuster. Low priority queue for 5 games. Wow. So much for understanding that it's your fault I'm AFK, huh?

UPDATE: I've played 4/5 of my games in low priority queue, and every single game had an AFK. Riot also lied about being against prisoner's islands, apparently. ^^

Setting aside the primary point of your post...

Wifi sucks for gaming. Especially for games like League, where reaction time is so hugely important. I spent months having weird spikey lag and disconnection issues until I learned that. Connecting with an actual ethernet cable cleared up exactly 100% of it. As a first step towards removing your connection issues, I highly recommend switching to a physical connection, assuming that you're able to.

That said, I do believe the claim was not intended to refer to consistent connection issues, but rather sporadic/rare ones. Though I admit that was not clearly expressed.
