chat restriction need to start mild before they escalate

Start with a 5 match restriction, second time 10, third time 15 then 20 then 25 and so on.

Giving someone a 22 match restriction right away seems unfair and wrong. What make riot decide who deserves it and who doesn't. Why punish people so hard if they aren't regular offenders? Why start with such a high restriction and not with a milder?

The one time I got chat restriction and a temp ban from ranked... I only remember having to play a handful of games before being able to return to ranked without a chat restriction.

22 does seem like a lot.

Whoever got that for a first punishment must have drawn a lot of attention to themselves.

Fact is don't do stupid shit and you won't get restricted. It's that simple.

So stop whining when first time restrictions should be worse like 50 games then doubling everytime to 100, 200, 400, etc. STOP BEING AN IDIOT.

Should it always be like this for a first offense? I mean, what if it's very serious verbal abuse, such as telling someone to commit suicide or something repeatedly? Should that person still only get a very minor 5 game chat restriction? Personally, I don't think it should be this way. I believe the punishment should be directly related to the SEVERITY of the offense, not the number of times the player has been punished beforehand.
