it says Ekkos passive wasn't applying on-hits properly but which on hits and how? I would build wits end on ekko sometimes, or nashors, how exactly did it not apply these properly? or did it mean something else.

Your going to need 30 % crit to get the extra 20% CDR.
I don't know about other on-hits, but I do know that Sated Devourer was not working properly with Ekko's passive. Even with Sated, none of Ekko's basic attacks would give him 2 stacks of his passive. This should happen with every other basic attack, but it wasn't.
Essence Reaver will still grant up to 20% bonus CDR, along with it's 10% base. The additional crit chance needed to reach this is now 30%, up from 20%. 20% crit chance will now only give a bonus of 10% CDR.
