Actually, it's implied that's a deceased friend. And Ezreal has blonde hair. But, maybe.

What if that picture is Zilean? With Zilean going back and forth in time all the time (ugh...bad wording), a younger version of him might of befriended Ekko.

Actually he is from Urtistan.

And Vel'koz, after studying the ruins, infers that the Urtistanians were able to manipulate time.

Ekko may (or may not) be living in Piltover, but he himself may be an Urtistanian like Zilean.

Which means Vel'koz could be a potential rival for him.

Even if he is from Urtistan, it wouldn't make any sense for Vel'Koz to be a rival of Ekko just because of what he said or inferred. Urtistan and The Void have no specific lore-related connection (as far as we know), so unless Riot puts something in his lore about him hating all Void creatures, there is no reason for them to be listed as rivals.

Uhh... Actually, and not to burst your bubble on this, but unless his "time machine" that floats behind him can be and actually is used as a time machine, his lore says otherwise:

He now mentally drifts through time, from any point he has already lived to the present, unable to impact the events which unfold.

This means he wouldn't actually be time travelling, and even so, most depictions of time travel leave the traveller and everything they carry with them in the same state they were in before they did so - same health, same age, same wear and tear - regardless of whether they travelled forward or backward in time.

True... Seems like it could be a thing... But then who is the one in the middle, and the one on the other side?

Also it has been inferred by most that the brown-haired one is a deceased friend, and that the little setup there is an altar to memorialize him. If so, why would a mural of Jinx, or someone else who someone painted to look a helluva lot like her, be right next to the painting of the "dead" one?

That also further begs the question of who the other 5 people in the painting are, again including the person all the way on the right.

That doesn't even attempt to answer the question. In fact, it brings up more questions.

Who are all of them? Where are they all from? If this mural is of deceased friends, how did they all die? If this is a mural of deceased friends, why does one of them look nearly dead-on like Jinx? Why does it seem like the big guy is attempting to destroy it? If he ISN'T attempting to destroy it, why do they just so happen to be fighting right in front of it? If he IS attempting to destroy it, for what purpose?

I know this isn't what you want to hear, but I don't have the answers as to why she is there. She is from Zaun, the place is supposedly Zaun, Ekko is also supposedly from Zaun, I'm just throwing out that she might be related.

Mainly because nobody really can. :P

And you have a point. Fairly possible, but then again he doesn't seem to be crazy or "messed up in the head" in any way, like many Zaunites are. In fact he seems rather calm, collected, much more so than Legged Urgot/Sion/Singed/Bane guy here.
