Why is this STILL an issue?
If you really want to play top lane, and won't settle for anything else, go into Teambuilder. Seriously guys, it's not that hard.

It's still an issue because the type of person who does this, is the same type of person who can't stand to wait 5 minutes in queue, even though blind pick queues are often ~3 minutes long.
When the team builder queue times go down, then people will migrate over, I think.
Well I often spend 20+ minutes in TB queue just because I play things that aren't the norm.
There's plenty of people in teambuilder who want toplane, but not enough ADCs, supports, and junglers.
It's often hard to play a game in TB if there's no adcs or supports around.
I'm assuming you mean people who instalock in normals? If not, that's what annoys me. If you want a role so bad you'll instlock, go into team builder !
Unless you're playing ranked, I would recommend using team-builder yourself to prevent any screwups. After all - if you can't get along with these 'guys', why join the same queue as them? As for ranked... people usually have a shred of deceny to wanting to win the game, and don't want to troll.
