What does this bar mean?

So, look at this picture.

What is that bar that I circled? It used to be orange, and quite a bit shorter, but now it's a light blue and much longer. What does it represent?

I've been 30 for a while. And, even while 30, it used to be orange and a lot smaller. It changed sometime recently, and I don't understand what it is. xD

Your Summoner Name, amount of RPs & IPs.

What else do you think it f'cking represents? The President of Springfield......?

No, the colored bar behind it all. It changed a couple days ago.

Better improved clarity I guess? It's just colour change, nothing special about it.
