You need to remove the tribunal. It is a complete failure for several reasons that I don't want to get into, but punishment is not the answer. If you look at any behavior studies on people, they are MUCH more likely to respond to positive reinforcement than negative reinforcement. You need to remove the tribunal and add a new system with the same structure.

  1. players volunteer to work the new system. IE offering their time and opinions
  2. players will rank other players in several categories including communication skills, game knowledge, and game performance.
  3. this new set of parameters will cause better matchmaking by positive reinforcement instead of negative

For example, players that are ranked with good communication would receive a higher score on communication skills, being placed in games with other players who also have high communication skills. Players that do not talk all game, get paired with the same.

Another example, players who tend to have less kills AND less deaths get paired with similar players. This causes similar play styles to get clumped together promoting more collaboration as well as less player frustration because of clashing styles.

Probably the BIGGEST reason this would work is player personality. I had the idea that each player upon creating an account would fill out a short but to the point survey, with questions like "I like to give, as well as receive constructive criticism" which you would rank from 1-10 (1 being absolutely not, 10 being yes). This can be administered again after a designated amount of time to make sure it is evolving with the players. They would be ranked as well by other players using the "new" tribunal system as players who remain neutral, casual players who like to have non-relevant conversations in game, and players who are constantly talking about the game, strategies, game plans, and giving other players their two cents about their gameplay.

There is ABSOLUTELY no reason why this couldn't be implemented. The tribunal is a nice idea, but it is not working as intended. A system as I have proposed would see a dramatic increase in player satisfaction as well as less reporting. If this is too complicated for you to do, please, have me in for a consultation on how to go about starting this as a project. If you can do it yourselves Riot, great, but please stop pretending like things are fine how they are now.

Well, the Tribunal has been down for like 6 months, and player toxicity and trolling has increased dramatically since it went down. It used to actually work pretty well.

Haha the tribunal like FiendOfOne has said has been down for months... So clearly it is needed if you are complaining about it being in use when it is actually not in use. The tribunal needs to get back in action.
