Repeat this with me. Skill cap is not the same as skill floor. Skill cap is not the same as skill floor.

Skill cap is the mechanical limit of a champion. Champions with high skill caps would be LeeSin Nidalee Azir (especially azir)Draven etc. They generally have very complicated mechanics that can do a lot of things. Champions with low skill caps are champions like Annie Singed Nunu etc. They generally can only do a select few things in their kit. Many of them get their difficulty from macro play and map control like singed and nunu.

Skill floor is the how good you need to be at the champion to function properly. High skill floor champions are ones like Azir and others. They have hard mechanics that are difficult to learn, but you need to learn them in order to function well as them. Low skill floor champions are ones like Annie Amumu Fiddlesticks . They have incredibly basic mechanics that aren't that hard to learn to function well with.

That being said, LeeSin has a somewhat low skill floor. He still requires a fair amount of skill, needing to use the ward hops and landing Qs, but his skill cap is enormous. The amount of combos and things you can do on Lee Sin is incredible, but that does not mean that he is hard to play. It means that he is hard to master, or has a high skill cap. When someone says "Lee Sin has a high skill cap" they are not saying that he is hard to play.

I think you mean skill caps there, not skill floors. Otherwise you're contradicting yourself later.

Skill Floor: The minimum level of effort, focus and comprehension needed to begin using said champion.

Skill cap = Skill Ceiling : The maximum level of effort, focus and comprehension needed to fully master said champion.
