so how many upvotes before riot notices??
I just wanted to know how many upvotes a post can take before riot actually taking a look at it and possibly decide to take action.?

It's not a matter of upvotes, it's a matter of quality.
To my knowledge this is generally correct. That said, I suppose it depends on the specific Rioter and how they choose to sort the posts they see.
I imagine that some of them use the "Best" or "Hot" options - which are influenced by upvotes. Some, I'm sure, use the "New" or "Recent" options - which are more influenced by age and activity respectively.

↑ That's how I'd assume it works. Rioters occasionally respond to threads with negative scores, too. I'm pretty sure that a lot of the Riot forum participation is non-mandatory, and only official in the sense that they're posting on employee accounts. The most frequent interactions are in the capacity of fellow fans/players.
For major issues, official statements probably undergo some deliberation before someone steps forward with an authoritative response. They definitely don't want kneejerk replies to potentially controversial situations.
Probably at least 10, but for them to comment maybe 100+
