I feel like these Teemo "Buffs" are more nerfs then anything
You buffed every part of his kit that's useless anyways even with the buffs, and nerfed the only good part of his kit which made Teemo not a completely shit champion.

I thought so at first myself. It turns out that he is trading the 10 minute duration for 5 to compensate for his much safer game now. All you have to do to escape someone is pop W, run around a corner into a bush, and stealth before they get there. The bouncing mushrooms allow him to trap on the other side of walls now. So his game will be much safer.
Teemo needed the change. he was on the fence of not being able to get nerfed or buffed because both would break the game.
changing his kit will give him mechanics Riot can then tweak and make him better.
look at Azir. no more knockup on E, more Q damage as a result
They made it so you can feel a little safer facing him by shorting the shroom duration by half.
