Weekly free Rotations

I don't understand the point of 450 ip champions being part of the free rotation. It's kind of pointless, i mean i know that many people don't own some of the 450's but they are so cheap anyways. I think that only 1350+ champions should be part of free rotations.

Does that make sense?

Maybe someone really wants to try one of them but doesn't have enough IP? I'd say leave it how it is.
