Bullshit.

Riot, your game says this if you mouse over someone who has not connected to champ select. Why are the actual matches not treated the same way if someone fails to connect to the match?

I don't think Riot actually spends any of their money. They COULD get more staff to cover all of the features that this game is missing, but they just don't.
