Learning to draw?

So, where can I learn to draw in a more anime / cartoony style? Just something I've always wanted to be able to do, but whenever I try to freehand anything I just end up hating it and starting over and over, or it looks like some kind of monster instead of a person, or something along those lines. After making terrible attempts several times, I just give up for a while, and forget about what I was doing. But I want to stop that cycle, and actually get to a point where I'm happy with what I can do.

Is there anywhere I can read / watch on the basics, and work my way up to a full-fledged piece of art? I tried googling it, but I couldn't really find anything all that helpful. : /

Not sure if this is good for anime, but if you wanna learn how to draw well, try this book:

Is thicker than bronze soloQ mentality, but it's full of useful information that can help you learn or improve. You just have to register there (put in your e-mail and you're good to go) and you can instantly download the whole PDF. It's worth it. I used this site before and have no problem with viruses or malware so it should be safe.

They talk about drawing different stuff, about different techniques and such, so I guess it may be helpful.
