How can I get a competent team in solo queue?

So, I just don't know what to do anymore. Either my team is full of morons that make a stick look intelligent, the enemy team is using the most obnoxious comp ever and plays like they've been playing together for years, or some combination of other things. I can end the laning phase with 0 deaths and a few kills, while the rest of my team has over 5 deaths and next to no kills, they lost the lane, and then the enemy team just snowballs too hard for me to do anything about it.

What in the world can I do to get a competent team that actually knows how to play the game? I've dropped from S1 to S3, and I'm now about to drop into S4. >.>
