Sure, Zac needs a skin (hint to Riot) and sure, Teemo could had used a Visual Update, but the fact that they made it still stands to reason that it is pretty neat.
He has so many cool phrases, his Q is now a knife (which means he flings it at your eyes), his model looks nice, again has a better dance, and Teemo's rampages have calmed in the last few months.
I can't wait for this skin, myself.

where can I see it?
I love this new skin (just watched the skin spotlight from the PBE). It captures that darker part of his lore that I've been looking for for a long time, and isn't some cutesy opponent-insulting skin like cottontail Teemo or panda Teemo. There's nothing wrong with using your skin and ctrl+4 to BM your opponents, but some variety would be nice. Some champions have joke skins, but they also usually have other skins that make them really sinister or just plain badass. Teemo... not so much. I personally can't wait for this skin. Probably going to buy it. It may replace my Badger Teemo skin as the one I use most often. lol.
