Can we make corki's E a toggled move that costs mana per second instead of what it is?

I think not, since his mana would be drained faster and he would have no mana left for his q w r, so you would actually have to be smart of how you use it

Doesn't matter. It would have to cost 50-100 mana per second for it to be balanced.

Your exaggerating, it doesn't hurt that much anyways, amumu w does 5 % hp +some each second and it costs so little, it also hurts surrounding enemies not just the ones infront of you

But 5% HP (at max rank) when you take into consideration MR isn't that much. Mobility is so valuable that if you want to fly (literally) across the map, you'd have to pay a huge price for it. 50 mana per second would probably be a good spot.

Think of it this way...with no mana items with the cost of 50 mana per second:

At level 1, corki could fly 6 seconds using his 300 mana. That's a lot. It could even be 4 second and still have 100 mana left over.

At level 18 with a full tear, which he would buy if this were the case, that's a 40 second speed burst at full mana. 20 seconds, and you still have half mana left. That's insane!!!
