Changing languages in other servers?

So as a resident of the east coast, my ping is consistently 100 in the NA server, but half that in the LAN server, and obviously I'd rather play with a better ping, so I'm considering switching to the LAN server if I can convince some friends to join me. A slight problem is the entire client is only available in spanish. It's more of an annoyance than anything, but I was just wondering if there's any way to change that?

Also bonus points if you can tell me how to change the in game voices to other languages without changing the text language. I personally love the German voice acting.

For changing the language of the game/client.

Go to

wherever u have league installed, otherwise C:/ Riotgames/Leagueoflegends/Rads/Projects/Lol_patcher/managedfiles/0.0.0.0/regions.

where says La1 = Latin america north, put the same u see in the photo.

For only changing the voice, idk Amumu

Edit: you must have the lol client closed.
