No, they didn't. I checked the site when they posted that and it was running fine. They even said they fudged it. They did take out ArenaNet and Riot tonight tho >.> And yeah, I'm sure now that they targeted a federal website, they're gonna get what's coming to them shortly.

ISP choice means EVERYTHING when you're a huge company running a game. Ragnarok Online NA actually changed their ISP just because theirs wouldn't fix simple routing issues causing some players to have higher ping (similar to the "east coast ping" problems we have here).
