Intentionally dragging on the game- Is it reportable?

Obviously there isn't a specific drop down for it, but it's extremely frustrating, especially for early game champs and supports. My last game their entire team fed, and we had a very fed Tryndamere and Jinx. We won all but 2 of the three hundred variations of a teamfight we had; even then the enemy team didn't manage to get anything. They dragged what should've been 30 minute game (or less) out past the 50 minute mark (presumably for the IP), and then unceremoniously ended the stupid thing in the blink of an eye.

I went AD Soraka to try to end it myself. That's how miserable and helpless I felt. This definitely should be reportable, shouldn't it?
