Why Xerath isn't a thing!?!

So i picked up Xerath the last couple of days and i find him to be THE BEST immoble mage in the game. His burst damage is simply op, his passive makes him stay in lane as long as he wants even if he has no blue buff. His cooldowns are fairly low, and at max rank very low. Also he out of the most immoble mages, has great peel for himself, with a slow and a stun, not to mention he actually doesn't have to get too close to be effective. In lane he inspires (to me at least) alot of confidence, and i know that i am no easy target to gank unless my possitioning is absolutely terrible.

I looked online and Xerath is 103rd pick in NA same for EUW and EUNE out of 122 champions. That is redicilously low i believe for a clearly strong champion that out of most immoble mages, he stands out. A Xerath with a morelo or athenes and a ludens, can spit out so much dmg. I find him to be a decent matchup to yasuo, who currently is so popular, so i would expect him to be a higher priority pick. I know all his abilities are skill shots, which makes him squishy and not everyone is good at hitting those skill shots, however even if he is left behind, he can still stand back and after his ludens- morelo is complete, he can come with a triple out of nowhere and get back to the game.

What do you think, is Xerath another op champion that has not received the attention he deserves??

He's a immobile champ in a mobility creep meta, enough said

that and all of his skills are skill shots and in a teamfight he is quite useless compared to some of the control mages

He already is a thing. He's extremely strong in the right hands.
