Are permabans IP bans or just account?
Because I am kind of tired of this toxic kids saying they have another accounts to play in case their "main" account gets banned

ip bans i think get handed out if its continuous from the same one perma bans only based on account not ip
tyler1 is a perfect example of what not removing these children can do to league
Permabans are related to accounts. Riot completely avoids doing IP bans, as they IP banned one specific player, only to find out the guy lived in a dorm and effectively IP banned everyone in that dorm...
