E: Creates a bubble around target champion. A soap bubble, not just a bubble shape. R: Creates a storm of water and drags everyone inside.

These are all the champions who've appeared in Pool Party art that don't have their own Pool Party skin yet.

Fiora MissFortune These two didn't appear in any of the the previous ones, yet they get Pool Party skins. Being in the background does not guarantee that you'll get a skin.

I assume Riot has a big collection of Pool Party skin concept art lined up for each year, and they pick the ones they like the most. Maybe they just can't iron out satisfying animations for a Pool Party Ori Orianna . You'd think it wouldn't be that hard, though.

Well it also depends on the final design too. Since their designs do change between the little cameos in others splashes to what we actually see in the champions actual splash (This goes for all skins not just Pool Party). In the case of PP skins, Zac for one has a bit of a different look between his actual PP skin and his cameos seen in the other arts. So maybe finding the look they like the best on Ori has been tough? Who knows.

I imagine at this point, she's pushing the boundaries of needing a minor VGU, especially since she still needs to have her lore updated to reflect the removal of the Institute and Summoners. So if she gets one, maybe after that.
