I know that champions take skill but...

In an after game moment, I hear our Ekko say "my team tho" because we'd lost, yet he did so well. Our Evelynn did bad, but I said "at least evenlynn takes skill". The enemy Ekko said he took skill to master (which I agree with) but our Ekko said "eve takes no skill" which makes me mad.

Compare the passives:

[P] Turns invisible unless seen in the 1000 perimeter or by vision ward. Q, W, E , and R or attacks undo passive. Passive allows 2% mana regen bonus when active.

[R] Ekko gains a free ultimate. Ekko goes back to where he was 4 seconds prior. Ekko is healed by 100-200 (+20-40% of damage dealt (+3% AP)). Ekko deals 200-500 damage (+130% AP).

Evelynn's passive has been complained about for being weak, has Ekko's?

Evelynn and Ekko's Q's are even.

Ekko's W is better because it does more.

Evelyne and Ekko's E's are even.

That ultimate out ways Evelynn's by so much...

Ekko does not take as much skill since he is also better at getting to close range than Evelynn is, and deals more damage in the long run.
