New Skarner's jungle clear is amazing
But his ganks are still shut down with damnnear any slow. Also, there is little/no reason to take the shrines in the enemy jungle unless he is incredibly far ahead.

I like to gank as Skarner when there is already something going on since then they would have already used their slow. Then he actually has one of the best ganks in the game.
