Why can we not report someone in champ select?

Why are we unable to report someone in champ select who says "AFK" then locks in janna with {{summoner:2}} .

It is bad enough someone is forced to dodge but why can we not even report them for forcing someone to dodge or lose.

The way I see it is you could only do this in ranked. If it was a normal game a group of four friends could kick anybody that didn't take the role none of them wanted.
