Why can you re roll 3 skin shards for a permanent skin of a champ you don't even own?
It's basically another skin shard, this is the 3rd time it has happened to me, 2 teemo skins and 1 riven skin.
I dont own either and dont intend to

Bcus aboose, u make an account, only buy that champ, let's say Riven, it may take a decent amount of time, but you'll eventually get Championship Riven. Another reason is so that you feel obligated to buy that champ, which you might do with RP because you don't want to wait.
