Proof that not very many people bother reporting, and the reporting system doesn't dole out bans immediately

Riot doesn't care about people that feed. They don't care about anyone being reported for anything other than verbal abuse. These type of players purposely cause the verbal abuse, then report you to riot for it. I don't know why they can't see that if they take players like this out of the game, the toxicity level would decrease a lot more than them punishing the player that called people like this out on their bullshit.
