Tier 3 Runes should drop as Shards for Hextech Crafting!

You can collect them as a reward for using Blue Essence. That way, blue essence wont go to waste for some people, and newer players have a way to collect both champions for IP and runes for essence at the same time!

I would ease newer players into getting some nice tier 3 runes for the pages they need eventually instead of just dumping all their IP into pages and having none left for new champions.

It would also give players who just havent bought all the runes a way of collecting all of them.

Maybe include legacy runes as well!
