Level 1 Old: 45% of 56 AD = 25.2
Level 1 New: 30 + 65% of 0 BAD = 30
->Level 1 is buffed, even with 0 BAD.
Level 3 Old: 55% of 60.3 AD = 33
Level 3 New: 35 + 75% of 0 BAD = 35
->Level 3 is buffed, even with 0 BAD.
Level 5 Old: 65% of 65 AD = 42.25
Level 5 New: 40 + 85% of BAD = 40
(42.25-40) / (.85-.65) = 11.25
->Level 5 is buffed if you have 11.25 BAD, or nerfed if you have less.
Level 7 Old: 75% of 70.1 AD = 52.575
Level 7 New: 45 + 95% of BAD = 45
(52.757-45) / (.95-.75) = 38.785
->Level 7 is buffed if you have 37.785 BAD, or nerfed if you have less.
Level 9 Old: 85% of 75.6 AD = 65.26
Level 9 New: 50 + 105% of BAD = 50

TL;DR: His very early game got a straight buff. His mid game got snowballier. His late game is about the same.
