How are players in ranked allowed to have an awful internet connection?

If your account has any long term history of disconnects and ping (over a certain thresh hold) you shouldn't be allowed to play ranked, its just as bad and possibly worse than having a raging toxic asshole who doesn't wanna communicate, because they're playing at least. Within my past 7 games in ranked i have had 3 occasions where we have had a disconnected teammate and lost the match, rightfully so. Its nigh impossible to win a 4v5 at ANY ELO / MMR OR RANK! you're simply out manned and cannot pressure anyone or anywhere on the map.

Update your new ban system to remove these players from playing ranked until their internet is fixed! I know you can do it Riot, You've added a whole load of stuff that people didn't know you could accomplish so help the community and players alike with something like this.
