Matched with reported players

If you report a player, it is usually for a some type of toxic or unwanted behavior that they have previously committed that you would not like to deal with again. So why is it that I am matched up with the player again after reporting them?

This is something that could be pretty easily fixed and would cause a lot less problems for the playerbase. I understand at high elo this would need tweaking because of the very small amount of players in those queues but it is a problem when I play with a toxic troll, report them and try to enjoy my next game just to be placed with them on my team again.
