Riot does its best to give the players a fun experience but of course it just cant give you free skins or free stuff it is a business and league of legends is one of the few true free to play games that's not pay to win left.
Companies are pretty much obligated to care about their income. They owe that to their shareholders/owners.
Riot does care about players. The issues is that there are a lot of players, many of whom disagree with one another. You can't please everyone.
Though I would not be opposed to them reverting the Skarner, Cassiopeia, or Mordekaiser reworks. (Doubt it will happen, but I can dream)
