runes not going on sale??

No they don't. Typically, IP prices are never on sale. Riot will permanently reduce the IP price of certain things (like champions or a few select runes), but IP prices are never part of sales, and because of this, runes don't go on sale.
Rune pages, on the other hand, do go on sale, well, a 2-for-1 sale that is.
EDIT: Okay, so I did a little bit of research, and I completely forgot that runes were 30% off at the beginning of last season, as well as back near the beginning of Season 4, though the Season 4 rune sale was because they messed with rune balance. So, who knows, I guess it's possible that runes will be on sale, but from the looks of it I don't think so.
