seriously, i've gotten to s1 4 times now. and every time i jump to s1, i get people who just don't want to work together. or picks that aren't good and end up costing us the game(like lulu mid against akali) im at the end of my rope here. i don't even have a chance to carry because every game i play in s1 ends up with some lane feeding extremely hard before 10 minutes pass.

what i meant was that i've only experienced this one time in my last 10 games played - someone feeding so many kills that the game was over by the 10 minute mark.
there's lots of people in silver 1 that dont know how the game works. communicate to them with pings in a non-annoying manner, and use reasoning for your calls instead of just making calls. "kat dead we can baron" or "supers top lets push bot." you may be surprised how responsive people are if you say intelligent or logical things.
Elo Hell: Any point where you consistently win half of your games and lose half of your games, thus making no overall progress.
This has been discussed many times. There are 5 people on each time. Regardless of elo, and assuming you aren't the bad player, your team can have up to 4 bad players. The enemy team can have up to 5 bad players. Thus if you don't suck, then over time you will gradually go up in rank.
If you aren't going up in rank over the course of say 20 games, then it's likely you are exactly where you belong. You'll need to improve to the point where you can give your team enough of an advantage (on average) to start climbing again.
