Is releasing bugged updates/reworks funny or something?

Because, from a player's standpoint, it is incredibly aggravating.

"You know that update you are excited about? Well we released it today." Cool. I think I will play it.

"Just kidding, we disabled it because of a bug." Oh... I guess I understand that. Why didn't anyone on the PBE catch this?

OH! There are multiple threads from multiple people on the PBE forums about this bug..? So... is this some kind of really shitty joke because I didn't find it funny. If a champion is not ready to be released to live then don't release it. I would rather it be delayed so it can be functional on release rather than it be released and disabled. I mean, what is the point of releasing it at that point?

PBE has nothing to do with the issues that may happen upon the live server as they are two different clients and use slightly different software.. so of course they are gonna run into some slight issues once in awhile.
